Performance Audit Report By EPA-SL Tabled in Parliament

PERFORMANCE AUDIT REPORT TABLED IN PARLIAMENT

Freetown, Sierra Leone – August, 7th, 2017

The Auditor General of Sierra Leone wishes to inform the general public that the Performance Audit Report on Monitoring of Environmental Compliance and Enforcement by the Environmental Protection Agency-Sierra Leone (EPA-SL) wastabled in Parliament on       Thursday 3rd August, 2017.

Section 11(2) (c) of The Audit Service Act, 2014 confers on the Audit Service Sierra Leone (ASSL) the right to carry out value for money and other audits to ensure that efficiency and effectiveness are achieved in the use of public funds.

Section 16(1) (d) of the Public Financial Management Act, 2016 states that the Auditor General, in accordance with the Constitution of Sierra Leone and the Audit Service Act, 2014 may at any time review or examine any aspect of the operations of the entities referred to in paragraph (a) of the Public Financial Management Act, 2016.

In addition to the financial and regularity audits, the ASSL has established performance auditing as one of the services that will inspect the economy, efficiency and effectiveness with which institutions use resources in carrying out their responsibilities.

The EPA-SL has made gradual progress in environmental monitoring and established a centralised Geographical Information System database. Despite this and other developments, Sierra Leone still suffers from environmental problems such as degradation, flooding,              de-forestation etc. Based on these issues, the ASSL undertook this study on the Agency to understand the issues and make recommendations for improvement.

In line with the Auditor General’s mandate, as guardian of the public purse and Sierra Leone’s economic security, the ASSL undertook the audit in accordance with the International Standards of Supreme Auditing Institutions (ISSAI) and the Performance Audit Guidelines.
